Can a delivery-only dispensary rank in the map pack?
Yes. A delivery-only operator sets up its Google Business Profile as a service-area business: the street address is hidden and the profile declares the cities, zip codes or radius it serves. Google then shows the profile in the local pack to searchers inside that area, with the service area shown instead of a pin. The profile still needs categories, reviews, posts and citations to compete; the setup only makes it eligible.
Do we need a separate page per delivery zone?
Only where the zone has its own facts. A page earns its place when it carries real delivery minimums, fees, hours, an ETA range and the neighbourhoods it covers.
