The location counts are the Cannabis Control Division, Montana Department of Revenue's own licensed dispensary locations list, September 2026 edition, read on 9 September 2026: 79 records in Billings, 73 in Bozeman, 60 in Missoula, 30 across Lewis and Clark County, 25 across Flathead County of which 15 are in Whitefish, and 21 in Great Falls. A record is a licensed location and may cover more than one license type at one address, and the Division publishes no statewide headline total, so no storefront figure is stated here. The June 2026 total of $27,860,848 and the $161,993,766 first-half total are the state's monthly sales data as reported in July 2026; the county figures are the Division's own February 2026 county sales table; the 1 July 2027 application date and the eight Combined-Use Licenses reserved for federally recognized tribes are the Department's published FAQ. No statewide population figure is used here, no statewide total is stated beyond the list's own several hundred locations, and no location count beyond the markets named above.
A list that cannot grow until July 2027.
By the Department's own FAQ, nobody not already licensed may apply to sell here before July 2027, apart from eight Combined-Use Licenses reserved for federally recognized tribes. Montana lets you reach a buyer through directory listings, your own website and web-application advertising, and that is the whole list. Two of the three are somebody else's property: a marketplace listing puts you beside every other door in town in the same format, undercut on price by the shop across the street, and the shopper who finds you there is that marketplace's customer, rented back to you monthly. The one channel you own outright is your site, which makes it your shop window, your menu, your order form and your ranking asset at once. Montana's medical program dates from 2004 and adult-use sales opened on 1 January 2022, so the buyer you want already has a favorite. With paid media closed to every licensee, nobody can advertise her away from it and you cannot advertise her into yours, which leaves the two things that actually move a settled shopper: being found the one time she looks elsewhere, and being remembered when she does not. Nobody new can open in Montana until July 2027. Why spend on marketing now?
Because a closed list is the best condition marketing ever gets. Nobody can out-open you, and no licensee here can out-advertise you, so the only thing that moves share between the doors on that list is which three the map shows a shopper first, and that is movable every month. Hold your position while a rival neglects theirs and you take sales off them; neglect yours and the reverse happens. We report that to you point by point across your grid, and the top-three guarantee is written to that grid and its keyword set.
Montana shuts nearly every form of paid advertising. What is actually left to spend on?
Three lawful surfaces, and the one that matters most is yours outright. A licensee may reach buyers through directory listings, its own website and web-application advertising, and nothing else, so the budget that would have bought a billboard goes instead on the map position your profile earns, the site your shoppers order from, and the opted-in email and SMS list they asked to be on. How many dispensaries are we really up against?
Fewer than the state total, and more than the one across the road. The Division's September list runs to several hundred locations, but the list your shopper sees is her own town's, because the pack is drawn around her: a Billings pin never competes with a Helena one. On the demo call we draw the rank grid for your trade area and count the doors inside it, and that count, not a statewide one, is what your guarantee is scoped to.
Our county only turned green at the 2020 vote. Does the program change outside Billings and Bozeman?
The scope changes; the work does not. Adult-use sales are lawful only in the counties whose voters backed I-190 in 2020, and a local election can move that in either direction, so your trade area may stop at a county line your shopper cannot see. We draw your rank grid around where your buyers actually come from, including across that line where they do, and set the keyword set and radius for it in the agreement. The eastern counties are real markets on the same February table, Richland at $730,933 and Roosevelt at $699,805, and a store there gets the same grid, the same monthly report and the same terms as one in Bozeman.
We already hold a map position in our town. Why pay an agency to keep it?
Because on a closed list the position is the asset, and the rival who wants it is not going anywhere. A pin that is first at your own counter and fourth across town is already losing the far half of your radius, and a single reported rank will never show you that; Share of Local Voice across a grid of points will.
