The 1 July 2027 first-sale date is the Virginia Cannabis Control Authority's own statement on its site, read on 9 September 2026; the advertising rules are 3VAC10-40-190 in the Virginia Administrative Code, read on 7 September 2026; population is the US Census Bureau's Vintage 2024 estimate. No count of dispensing locations appears here, because the Authority's dispensary-location pages returned no page when they were read; no sales figure, no patient count, no application-window date and no license ceiling appear either, because none could be verified against a regulator publication on those dates. Virginia's local rules for the coming retail program were not read this run, so nothing here rests on them.
A dated opening, a pool already full.
The Cannabis Control Authority says on its own site that retail sales in Virginia begin on 1 July 2027, and 8,811,195 people already live here to make them. No shop creates a buyer; it takes one, and she chooses by searching and tapping one of the three pins the map shows first. That position is earned over months, not in opening week.
