The Oregon fight, by the numbers: a closed field, one pool of buyers

Nobody in Oregon is making new cannabis buyers, and with the retailer window shut nobody is making new doors either. So the stores already trading split one fixed pool, and every dollar you add this year is a dollar a rival lost. Here is the size of that fight, and our move on each figure.

Above, four clients’ day zero against the month, in Share of Local Voice: the share of the local pack a store holds for "Dispensary Near Me" across its trade area.

The retailer license count, the county counts and every sales figure are Oregon Liquor and Cannabis Commission (OLCC) license and monthly sales data published on the state's open data portal and read on 9 September 2026; sales cover the twelve months to August 2026. Per-store figures are those sales divided by the license count in that place. City sales figures do not appear here, because the Commission publishes sales by county.

784 doors, and no new one is coming.

New retailer applications are not being accepted, so Oregon's 784 active recreational retailer licenses are the whole field: your next rival cannot be a new opening, only a store already trading. Those doors split $912,976,724 over the twelve months to August 2026, near $1.16m apiece. Your growth is a rival's loss, taken the moment a shopper taps one of the three stores the map shows first. Putting your pin in that three, for an agreed keyword set and radius, is what we guarantee.

Portland holds 28% of the state's stores.

219 of those licenses sit inside Portland, and Multnomah County's 224 doors shared $202,184,027 over the same twelve months, about $902,607 each. A shopper in Bend never sees a Portland pin: the local pack is drawn around the person searching, not around the state. So the fight that decides your year is the pins inside your own radius, and which of them she taps first is what we sell you: your keyword set, your rank grid, your monthly report.

Fourteen stores on the Idaho line take $95.8m.

Malheur County's 14 retailers recorded $95,755,048 over the same months, about $6.8m each, because Idaho prohibits cannabis and Ontario sits on the border. Their catchment has nowhere else to go; yours does, which is why the job is to own the radius you have. We agree that grid and the keyword set with you, report Share of Local Voice on it monthly, and write the top-three guarantee to that grid rather than to the state line.

Why a dispensary marketing agency should own the stack

Most dispensaries rent their marketing from four vendors and hope the pieces talk to each other. They rarely do.

Oregon's 784 active retailer licenses are the entire field, because the Commission stopped accepting new retailer applications and the only way in now is to buy a door that already trades, so every one of those doors is working the same fixed pool of shoppers for a bigger slice of it, and renting the surfaces you fight on from four vendors who never speak to each other is the dearest way there is to fight.

You know the rules you sell under better than any agency does, so this page does not restate them. If you want the references, both are in the library: dispensary advertising rules by state and cannabis marketing compliance.

Your stack is rented from four vendors.

A marketplace listing, a menu vendor, a loyalty or SMS tool and a generic retainer, each with its own login. Fix: one platform (SGEN) and one agency, with the site, the menu and the campaigns in one place.

Local SEO is an upsell tier elsewhere.

The work that puts you in the local pack for "Dispensary Near Me" is often gated behind the top plan. Fix: ranking work is included from the first dollar. Localized on-page SEO, 100+ off-page profiles and Google Business Profile management are in both plans.

Menu traffic leaks to marketplaces.

A shopper who finds your store on a third-party listing is that listing’s customer. Fix: menu-connected SGEN sites keep the order on your domain, with staff updating the menu themselves.

Four invoices, four account managers.

Nobody owns the result. Fix: one point of contact, one monthly report showing what ran, what it cost and what it returned.

What is included

Web design and development are included — no separate build fee.

Local SEO, menu-connected websites, email, SMS and loyalty under one contract.

The number we manage to

New Frontier Data (2026-06-21) put one operator’s cost per new customer at about $23. So we manage the channel that costs the least per visit: the local pack.

Our currency is Share of Local Voice (SoLV) for "Dispensary Near Me" — the share of local-pack visibility your store holds for that search across its trade area, reported with its window and case page.

Cutting the program to the Oregon door you already own

The twelve services above are the same in every market; what changes for you is the scope, and in Oregon the scope is never the state. Your keyword set, your radius, your pin count and the shape of the report we write you are drawn to the trade area your shoppers actually come from, and your top-three guarantee is written to that same scope.

If you deliver as well as trade from a counter, bring that side of the business to the demo call; the service-area grid is scoped there, to the routes you actually run, rather than to any statewide figure.

If you run one store.

Where your door sits decides your take more than anything else you control: Washington County's 47 licenses averaged about $2,052,464 each over the twelve months to August 2026, the strongest per-door figure of any large Oregon county, while Jackson County's 53 averaged about $769,036 — six more doors, a third of the take. Your patch, not the state, sets your ceiling. So we scope the work to the map your store actually sits on: its own keyword set, its own Google Business Profile, its own citation set, and a rank grid across the radius your shoppers come from, with Share of Local Voice for "Dispensary Near Me" reported point by point every month, so you can see the share you took and where you took it from. See marketing for the single-location dispensary.

If you run several, or are buying your next one.

With no new retailer licenses to be had, growth in Oregon means buying a door that already trades and clearing a change-of-ownership review. The map does not come with it: the Google Business Profile, the citations and the reviews stay attached to that address under the previous owner's name, and left alone on the day you rebrand they send your own shopper to a rival. We migrate the profile rather than start a new one, rebuild the citation set to match your name, and run one SGEN domain with a store selector, one page and one profile per location, and a roll-up report with a row per store, so a location holding share and one quietly losing it are never averaged into a single line. The guarantee is written the same way, per location, per keyword set, per radius. See marketing for multi-location dispensaries and MSOs.

The guides, read for an Oregon store in a field that cannot grow

Six things you are up against in Oregon, what each one costs you and what we do about it, every one of them hung on an Oregon figure rather than on general advice. The offer behind all six stays the same: top three in the local pack, guaranteed, written to an agreed keyword set and radius. Each guide is linked if you want the method before the call.

The one thing in Oregon you can still acquire

You cannot buy a new retailer license here; none is being issued. What you can still take is a position, and a position is not for sale, it is worked for: profile completeness, the pages your shoppers actually type for, citations that agree with one another. Three pack slots decide the tap on every local search, and they cost you the same to hold whether the state's takings rise or fall. Dispensary SEO is the order of operations for taking them, and doing it out of order wastes your year, which is why it is the first thing we start for you. See the guide: the dispensary SEO guide.

Your stretch of the Oregon map, and the pin that wins it

Oregon's stores are nowhere near evenly spread, and the pack is drawn around the searcher rather than the state: Portland holds 219 of the retail licenses, Eugene 54, Salem 45, Medford 37 and Bend 26, while Lane County counts 86 doors, Marion 59, Jackson 53, and Clackamas and Deschutes 31 apiece. Wherever you trade among them, three pins get the tap. Your profile decides whether one is yours: category set right, hours current, menu linked, every review answered, posts that keep it warm. We work it for you every month and report exactly where your pin moved. See the guide: Google Business Profile for dispensaries.

Every pin you own sends the tap somewhere

Where that tap lands decides whether you keep the order or rent it back. On a marketplace listing your store sits in the same format as every rival in the county, sorted by whoever discounted hardest that week, and the shopper who orders there belongs to the marketplace; you buy her again next month. A menu-connected site on your own domain keeps the order, the data and the returning shopper with you, and it is the only surface where your store speaks at length in its own words. The build is in both of our plans, with no separate build fee, and it is the page we point every one of your pins at. See the guide: the dispensary website design guide.

The buyer who already has a favorite store

Oregon voters approved adult-use retail with Measure 91 in 2014, on top of a medical program dating to 1998, so the shopper you want is not a first-timer: she has a store she uses, she knows what she likes and she remembers who had it. She leaves for one of two reasons, that yours came up first when she searched, or that yours gave her a reason to come back and the other did not. A points or tier structure wired into your POS, with the email and SMS that keep it warm, is the one asset no rival can outrank, and that layer is what separates our two plans. See the guide: the dispensary loyalty program guide.

Read the Oregon ad rule as a buying spec, not a warning

Every print, billboard, broadcast or online placement an Oregon store buys has to carry the three statements, keep cartoons and toys out, show nobody consuming, and hold science behind any curative claim. Read as a warning that is a list of things you cannot do; read as a buying spec it tells you which inventory is worth pricing and which is a wasted call before you spend a dollar finding out. It also tells you where your budget works harder: the map, your own site and the list you own, none of which a richer rival can outbid you on. We build to the spec and run those three surfaces for you on one agreement. See the guide: dispensary advertising rules by state.

Four invoices against a pool that will not grow

A marketplace listing, a menu tool, a texting platform and an agency retainer bill you the same every month whether your takings rise or not, and here they cannot rise by the field growing, because the field is shut and the buyers are already spoken for. Four bills against a fixed pool is the dearest way to fight for a share of it, and none of the four talks to the others, so nobody is accountable for the result. What each rented piece costs, from dated third-party sources, is in the guide. Both of our plans put the site, the ranking work and the reporting on one contract, with the web build included. See the guide: what dispensary marketing costs.

Frequently asked questions

Do you guarantee rankings?

A written top-3 local ranking guarantee — Dispenza’s own offer; the keywords, radius and time window are set in your agreement (see terms). Terms apply. Ask for the guarantee terms on your demo call before you sign anything. The guarantee covers the local keyword set agreed for your trade area, over a defined window.

Which platform are the sites built on?

Built on SGEN — the platform every one of Dispenza’s 500+ dispensary sites runs on. SGEN is Dispenza’s in-house website platform, so the team that hosts your site is the team running your campaigns. Menu-connected sites are built to be updated by staff.

What does it cost?

Pricing is scoped to your locations and both plans above list every module in full, with the site build included and no separate build fee. A quote for your store count takes one demo call. See how pricing works.

No new retailer licenses are being issued in Oregon. Does a closed market make marketing easier?

It makes it more decisive. The field cannot grow, so no wave of new openings is going to dilute your map, and equally nobody is going to hand you a new buyer: every sale you add this year came out of a rival's till. That is a fight won on position rather than on being newest, and a position gets dearer to take the longer somebody else holds it. The keyword set, the radius and the window go into the agreement, and on that agreed set the offer is top three in the local pack, guaranteed. Terms apply.

How many dispensaries am I actually up against?

Far fewer than the statewide count. Portland alone holds 219 of the retail licenses, but three pack slots are drawn for whoever is searching, wherever she is standing, so your real field is the doors that come up beside you in your own radius, not the 784 licenses on the state's list. We count yours with you on the demo call by drawing the rank grid over your trade area, and everything we sell you is scoped to that grid rather than to the state.

We are buying an existing store. What happens to its marketing?

It arrives with baggage and with an opportunity. The address keeps its Google Business Profile, its citations and its reviews under the previous owner's name, so on the day you rebrand every one of those has to be moved deliberately or your new sign points at a listing your shoppers no longer recognize. We migrate the profile rather than start a new one, rebuild the citation set to match, and keep that pin's history working for you instead of against you. Bring the change-of-ownership paperwork to the demo call and we will scope the work around it.

The average store in Ontario takes nearly six times the state average. What does that tell me?

That the radius decides the till. Malheur County's 14 retailers recorded about $6.8m each because Idaho prohibits cannabis and their catchment has nowhere else to go, while the Oregon average sits near $1.16m. You cannot move your store to a border, but you can own the radius you have: the shoppers already inside it, the searches they already run, the three pins they choose between. That is the whole job, and it is what your monthly report measures, point by point.

Could Oregon start issuing retailer licenses again?

Not on anything the Commission has published. New producer, processor, wholesaler and retailer applications are closed, and even if that changed, the caps written into statute in 2024 hold retailer licenses to one per 7,500 residents aged 21 and over. So plan on the field you can see: the stores trading beside you now are the ones you will still be fighting when your contract renews, and the only way anyone joins them is by buying one of those doors. That makes the whole job positional, which is why our ranking work carries a written top-three local ranking guarantee for an agreed keyword set, radius and window, and why you are welcome to ask any other agency to match it before you choose. Terms apply.
