Two doors open, six shut: the Sacramento County fight in figures

Sacramento County is not producing new cannabis buyers, so the shopper you want already has a favorite store, and winning her means taking her from someone else. Here is the size of that fight, and our move on each number.

Above, four clients’ day zero against the month, in Share of Local Voice: the share of the local pack a store holds for "Dispensary Near Me" across its trade area.

Storefront, delivery and license-type counts are the California Department of Cannabis Control's public license search, data refreshed 9 September 2026, filtered to active licenses at premises inside the county; the thirty-eight figure counts distinct premise addresses, because fourteen addresses carry two licenses each, and the state's ranking figures are counted under the same filter. Allow and prohibit calls are read row by row from the same regulator's local-ordinance file for the county's eight jurisdictions. Populations are US Census Bureau Vintage 2024 estimates. The permit count and the application status are the City of Sacramento Office of Cannabis Management's own July 2026 application checklists; the 4% rate is the city's cannabis business tax page. No regulator publishes a cannabis sales figure for this county, so no sales figure is stated here.

38 doors, not 52.

The state register carries 52 active storefront retailer licenses inside this county, but they sit at only 38 distinct addresses: fourteen addresses hold an adult-use and a medicinal license side by side. So you are fighting thirty-eight doors, not fifty-two, and Sacramento still ranks fifth of California's fifty-eight counties on storefront licenses. Each search shows three pins; when yours is missing, the sale goes to a store that is there. Putting your pin in that three, for an agreed keyword set and radius, is what we guarantee in writing.

Two jurisdictions open, six shut.

The City of Sacramento and Isleton allow all six regulated cannabis activities; unincorporated Sacramento County, Citrus Heights, Elk Grove, Folsom, Galt and Rancho Cordova allow none of them. That leaves 1,074,652 residents, two thirds of the county, where no rival may open against you, and California forbids those places from stopping a compliant delivery on public roads. Elk Grove alone holds 182,797 people and no store, so wherever its shoppers buy, it is not in Elk Grove. We build the site, the profile and the service-area reports that make somewhere you.

Thirty-nine delivery licenses, second in the state.

Sacramento County holds 39 of California's 203 active non-storefront delivery licenses, 19.2% of the state's delivery base on 4.1% of its storefronts, a ratio of 75.0% against 16.1% statewide. Operators here already know where the customers are. Your competition for a Folsom or Rancho Cordova order is not the shop down the road but a van with a better site. The answer is the same: a menu-connected site your shoppers order from directly, and a monthly report showing which zips you hold.

Why a dispensary marketing agency should own the stack

Most dispensaries rent their marketing from four vendors and hope the pieces talk to each other. They rarely do.

Six of Sacramento County's eight jurisdictions license no cannabis retailer at all, which packs every one of the county's 38 licensed storefront addresses into two cities holding a third of its people, and inside a squeeze like that a store renting its listing, its menu, its texting and its reporting from four vendors that never speak to each other is paying four invoices to lose one map position.

You know the rules you sell under better than any agency does, so this page does not restate them. If you want the references, both are in the library: dispensary advertising rules by state and cannabis marketing compliance.

Your stack is rented from four vendors.

A marketplace listing, a menu vendor, a loyalty or SMS tool and a generic retainer, each with its own login. Fix: one platform (SGEN) and one agency, with the site, the menu and the campaigns in one place.

Local SEO is an upsell tier elsewhere.

The work that puts you in the local pack for "Dispensary Near Me" is often gated behind the top plan. Fix: ranking work is included from the first dollar. Localized on-page SEO, 100+ off-page profiles and Google Business Profile management are in both plans.

Menu traffic leaks to marketplaces.

A shopper who finds your store on a third-party listing is that listing’s customer. Fix: menu-connected SGEN sites keep the order on your domain, with staff updating the menu themselves.

Four invoices, four account managers.

Nobody owns the result. Fix: one point of contact, one monthly report showing what ran, what it cost and what it returned.

What is included

Web design and development are included — no separate build fee.

The number we manage to

New Frontier Data (2026-06-21) put one operator’s cost per new customer at about $23. So we manage the channel that costs the least per visit: the local pack.

Our currency is Share of Local Voice (SoLV) for "Dispensary Near Me" — the share of local-pack visibility your store holds for that search across its trade area, reported with its window and case page.

What the program looks like on a Sacramento County store

The twelve services we run are the same in every market; what changes here is the scope. In a county where two cities license stores and six of its eight jurisdictions license none, your radius, your keyword set and the grid your top-three guarantee is written to all look different depending on whether your customers walk in or wait at home.

If you run one store.

Thirty-seven of the county's thirty-eight licensed storefront addresses sit inside the City of Sacramento, which works out at 14,481 residents per storefront address there against 42,401 countywide. Your rivals are not spread across a county, they are on your side of it. So we write your keyword set, your landing page and your Google Business Profile to the neighborhood your door opens onto, draw the rank grid around your own radius rather than a county line no shopper can see, and report Share of Local Voice across that grid every month. See marketing for the single-location dispensary.

If you run several.

A second door in this county means the City of Sacramento or Isleton, because nowhere else in the county licenses one, and the two are nothing alike: one is the state capital, the other a Delta town of 781 people. You get one SGEN domain with a location selector, a page and a Google Business Profile for each address, a citation set per address, and a roll-up report with a row per address, so your smaller site is never averaged into your flagship, and the guarantee is written per location, to each address's own keyword set and radius. See marketing for multi-location dispensaries and MSOs.

If you deliver.

This is the county's real opening. Two thirds of its residents live where no storefront is licensed at all, so a delivery footprint reaches roughly three times the population of the city you are permitted in. There is no pin to rank, so we measure your visibility across the service-area grid, zip by zip, with order starts from your menu-connected site beside it, because a gain in one zip must not hide a loss in the next, and an order that starts on a marketplace is that marketplace's customer, not yours. See marketing for cannabis delivery dispensaries.

Six guides, read against a two-door Sacramento County map

This county hands your store six specific problems, and not one of them is the problem a generic dispensary playbook solves. Each entry is one of them, what it costs you in orders, and the move we make on it under a top-three guarantee scoped to your keyword set and radius.

Your pack is a Sacramento neighborhood's, never the county's

Thirty-seven of the county's thirty-eight licensed storefront addresses sit inside one city, so your rivals are not scattered across 1,611,231 residents, they are on your streets, and the map shows three of them at a time. Fragmentation is your opening: the largest published brand here holds five of the thirty-eight addresses and twenty-seven addresses carry a brand that appears exactly once, so no chain has bought the map out from under you. Google Business Profile management sits in both plans, worked monthly, so your pin is one the neighborhood's three cannot leave out, and that grid is what your guarantee is scoped to. See the guide: Google Business Profile for dispensaries.

In a delivery-led county the site is the storefront

Thirty-nine delivery licenses are active in this county, the second-largest delivery base in California. A delivery customer never walks past your window, so the only storefront she sees is your site; if it loads slowly, hides the menu behind a marketplace or cannot take the order, that visit is somebody else's sale. Both plans include the build on your own SGEN domain with your menu wired into it and no separate build fee, because every pin, every email and every text you send has to land somewhere that takes the order. See the guide: the dispensary website design guide.

Where you may advertise is not where you may deliver

California bars a city from preventing cannabis delivery on public roads by a compliant operator, which is why 1,074,652 people in jurisdictions that allow no store at all are still a legitimate audience for your marketing and your map pins. But at least one of those jurisdictions carries municipal code language reported to bar delivery inside its limits, and nobody has settled that tension in public. So we build the geo-targets your attorney signs off on rather than the ones a media planner guesses at, and we keep the map of where your orders may land beside the map of where your marketing runs. See the guide: dispensary advertising rules by state.

The rules close the highway and leave you the map

California wants at least 71.6% of the audience for any cannabis ad to be twenty-one or over, puts your license number on every ad, and keeps signs off interstate and border-crossing state highways and out of a 1,000-foot ring around schools, daycares, playgrounds and youth centers. What that leaves is the surface a shopper actually opens: the map, and the three pins on it. Dispensary SEO and Google Business Profile work are what put you in that three, which is why both plans lead with them and why we run the age gate, the disclaimers and the platform rules for you instead of handing you a checklist. See the guide: the cannabis marketing compliance guide.

Growth here is share, not another door

The City of Sacramento publishes forty-three storefront permit opportunities and says applications are being accepted only from the top scorers of a 2021 ranking, so for most operators the store you have is the store you get. Every extra dollar has to come out of a shopper who is already buying somewhere. That makes the list you own the cheapest channel in this county, and the one a better-capitalized rival cannot outbid you for: loyalty and email are Enterprise modules we run against your menu-connected site, so a returning shopper lands on a page that takes the order rather than on a marketplace's. See the guide: the dispensary loyalty program guide.

Four percent off the top, and four vendors underneath

Every cannabis business inside the City of Sacramento pays a business tax of 4% of gross receipts, remitted monthly, whether it is a storefront, a delivery-only retailer or a manufacturer. That comes out before you have paid a single vendor, which is why the shape of your marketing spend matters more here than the size of it: four separate retainers for your listing, your site, your email and your texting means four margins stacked on a number that is already short. One contract puts them on one stack, one report and one accountable team, and that is why both plans are sold as one contract rather than as a menu of line items. See the guide: the dispensary marketing cost guide.

Frequently asked questions

Do you guarantee rankings?

A written top-3 local ranking guarantee — Dispenza’s own offer; the keywords, radius and time window are set in your agreement (see terms). Terms apply. Ask for the guarantee terms on your demo call before you sign anything. The guarantee covers the local keyword set agreed for your trade area, over a defined window.

Which platform are the sites built on?

Built on SGEN — the platform every one of Dispenza’s 500+ dispensary sites runs on. SGEN is Dispenza’s in-house website platform, so the team that hosts your site is the team running your campaigns. Menu-connected sites are built to be updated by staff.

What does it cost?

Pricing is scoped to your locations and both plans above list every module in full, with the site build included and no separate build fee. A quote for your store count takes one demo call. See how pricing works.

Does an agency have to be in Sacramento County to move our pin?

No. Our home office is in Las Vegas and we keep offices in other markets, and every client in the country is served by the same team. What moves a Sacramento pin is your Google Business Profile, your citations, your site and your monthly report, and none of that needs anyone standing in your lobby. What it needs is your address, your radius and your keyword set, which is what we scope with you on the demo call.

Two thirds of this county allows no cannabis retail at all. Is that a problem or an opening?

An opening, with one caution. California bars a city from preventing delivery on public roads by a compliant operator, so 1,074,652 residents in jurisdictions with no store of their own are reachable, and no competitor may open one among them. The caution is that at least one of them has code language reported to bar delivery within its limits and nobody has settled it publicly, so we build your geo-targets with your attorney rather than around them, and the scope of your top-three guarantee is written to the grid we agree on.

We hold a delivery-only license. What does the program measure?

Visibility across your service area instead of rank on a storefront pin: a grid of points across the zips you deliver into, reported every month, with order starts from your menu-connected site beside it. Thirty-nine delivery licenses are active in this county, the second-largest delivery base in the state, so the contest is real. The guarantee terms for a delivery footprint are written to that service-area grid and its window, which we scope with you before anything is signed.

The city's storefront permits are capped and closed to new applicants. How do we grow?

Not by opening another storefront. The City of Sacramento publishes forty-three storefront permit opportunities and is taking applications only from the top scorers of its 2021 ranking, and how many of those opportunities are still unawarded is not published anywhere. The permit types that are open, delivery and the production licenses, carry no cap and no queue at all. So growth here is share of a fixed pool of shoppers, which is exactly what our monthly reporting measures and what your plan is built to move.

How long before we are in the top three?

We give you a window rather than a date, and it is written into your agreement alongside the keyword set and radius your top-three guarantee is scoped to. In this county the honest variables are which of the two permitting cities your pin sits in, how many of the county's storefront addresses share your neighborhood, and how old your profile is. We put numbers to all three on the demo call, before you sign anything.
