Nobody here is making new cannabis buyers, so every basket you add is one a rival lost, and the city lines on your map decide who gets it. Here is the size of that fight, and our move on each figure.

Storefront and license counts are the California Department of Cannabis Control's public license search, refreshed 8 September 2026 and re-read on 10 September 2026 against the live register refreshed 9 September 2026, filtered to active licenses at premises the department records in Alameda County: thirty distinct storefront addresses carrying thirty-one active storefront retailer licenses, because one Hayward address holds two of them, plus twenty-seven active delivery-only retail licenses. The seven prohibiting cities and the eight permitting jurisdictions come from the same department's local-ordinance file dated 18 March 2026, whose Alameda County rows carry a row-level update date of 22 January 2022; five of those seven bans were also read this year in the cities' own municipal codes. Population is the US Census Bureau's Vintage 2024 estimate. No regulator publishes an Alameda County cannabis sales figure and none appears here. The five-permit cap, the 1 May 2023 allocation and the Union City, San Leandro, Hayward and Oakland permit positions come from the county's and those cities' own cannabis programs, codes and memos. Because the state records a mailing city rather than a jurisdiction, no per-city storefront count appears here.

Thirty storefronts, no new buyers.

The state's public license search, refreshed 8 September 2026, records thirty distinct storefront addresses here, carrying thirty-one active storefront retailer licenses: one license per 53,195 residents, where California averages one per 31,320. Thin supply is not an easy market: the shopper you want already has a favorite, you grow only by taking her, and she picks from three pins a search shows first. Seven of fourteen cities let nobody open.

Albany, Dublin, Fremont, Livermore, Newark, Piedmont and Pleasanton all prohibit commercial cannabis, and 535,776 people live there, roughly a third of the county.
