Nobody is making new cannabis buyers in Riverside County; residents keep arriving while cannabis receipts fall, so every dollar you take is one a rival store lost. Three figures set the size of that fight, and each has a move under it.
Above, four clients’ day zero against the month, in Share of Local Voice: the share of the local pack a store holds for "Dispensary Near Me" across its trade area.
Storefront and license counts are from the California Department of Cannabis Control public license search, register data refreshed 9 September 2026 and read 10 September 2026, filtered to active licenses at premises inside Riverside County: 116 active storefront retailer licenses sit at 113 distinct premise addresses, three of those addresses each holding a paired adult-use and medicinal license. Sales are the California Department of Tax and Fee Administration Cannabis Sales by County dataset, calendar-year totals reproduced from its own data portal on 10 September 2026; that dataset covers 49 counties, and Riverside is the third largest in it, behind Los Angeles County and San Diego County. Population figures are the US Census Bureau Vintage 2024 county and sub-county estimates. The permitting position and the advertising rules quoted are from the County of Riverside's own commercial cannabis and Planning Department pages and its Ordinance No. 348, read 10 September 2026, and apply to the unincorporated area. No city-level permit or prohibition claim is made anywhere on this page: the state local-ordinance table for this county carries 2022 update dates for most of its jurisdictions and has been shown wrong for at least one of them, so no jurisdiction is described until it has been checked against its own municipal code.
116 licenses, 113 doors, one fixed pool of buyers.
Three addresses here each hold a paired adult-use and medicinal license, so the county's 116 active storefront licenses resolve to 113 actual doors. Those doors are your competitive set, and a shopper sees only three of them at the top of a search; when yours is not one of the three, the tap goes to a store that is. Putting your pin in that three, for an agreed keyword set and radius, is what we guarantee in writing.
$371,498,432 spent here last year, and less in every year after 2021.
Buyers spent $371,498,432 on taxable cannabis in this county in calendar 2025, third-most of any county in California, and that figure has fallen in each of the four years after the $450,548,234 peak of 2021. A shrinking pot does not shrink evenly; it concentrates on the stores a shopper finds first. Our monthly report shows you which searches you own and which you are handing over.
The county is still taking applications, and the record runs to 200.
The county says its Planning Department is now accepting conditional use permit applications for all commercial cannabis activities in the unincorporated area, and across the county 11 of the 116 active storefront licenses were issued in calendar 2026 alone. The lifetime storefront record here runs to 200: 116 active, 55 expired, 21 surrendered, 7 revoked, one suspended. The field you compete with is neither fixed nor loyal, so the map position you hold this quarter is the one you defend next quarter, and we report your rank across your own grid every month as Share of Local Voice.
Most dispensaries rent their marketing from four vendors and hope the pieces talk to each other. They rarely do.
Riverside County is the third-largest county in California by legal cannabis sales, and those sales have fallen in each of the last four years while its population grew, so the stores here are fighting over a smaller pot with more shoppers arriving, and renting your listing, your menu, your texting and your reporting from four separate vendors that never speak to each other is paying four times over to lose ground on the one map that decides it.
You know the rules you sell under better than any agency does, so this page does not restate them. If you want the references, both are in the library: dispensary advertising rules by state and cannabis marketing compliance.
Your stack is rented from four vendors.
A marketplace listing, a menu vendor, a loyalty or SMS tool and a generic retainer, each with its own login. Fix: one platform (SGEN) and one agency, with the site, the menu and the campaigns in one place.
Local SEO is an upsell tier elsewhere.
The work that puts you in the local pack for "Dispensary Near Me" is often gated behind the top plan. Fix: ranking work is included from the first dollar. Localized on-page SEO, 100+ off-page profiles and Google Business Profile management are in both plans.
Menu traffic leaks to marketplaces.
A shopper who finds your store on a third-party listing is that listing’s customer. Fix: menu-connected SGEN sites keep the order on your domain, with staff updating the menu themselves.
Four invoices, four account managers.
Nobody owns the result. Fix: one point of contact, one monthly report showing what ran, what it cost and what it returned.
Web design and development are included — no separate build fee.
Local SEO, menu-connected websites, email, SMS and loyalty under one contract.
New Frontier Data (2026-06-21) put one operator’s cost per new customer at about $23. So we manage the channel that costs the least per visit: the local pack.
Our currency is Share of Local Voice (SoLV) for "Dispensary Near Me" — the share of local-pack visibility your store holds for that search across its trade area, reported with its window and case page.
The twelve services are the same wherever your store is. What this county changes is the scope we write them to: which grid your rank is measured on, which channels are actually open to you here, and the keyword set, radius and window your top-three guarantee is written against.
If you run one store.
Your contest is not the county line; it is the handful of doors a shopper sees when she opens the map where she is standing. So we write your keyword set, your landing page and your Google Business Profile to the neighborhood your door actually sits in, draw the rank grid around your own radius rather than a boundary no buyer can see, and report Share of Local Voice across that grid every month, so you can see which searches you are winning and which you are handing to somebody else. See marketing for the single-location dispensary.
If you run several.
This county holds 2,529,933 residents, and a store at one end of it is not fighting for the same three pins as a store at the other. You get one SGEN domain with a store selector, a page and a Google Business Profile for every location, a citation set per address, and a roll-up report with a row per store, so your quieter stores show up on their own numbers instead of averaging into the flagship, and your top-three guarantee is written per location, to each one's keyword set and radius. See marketing for multi-location dispensaries and MSOs.
If you deliver.
Riverside is a storefront county rather than a delivery one: it holds 9.2% of California's active storefront retailer licenses and 1.5% of its active non-storefront ones, three in total. That thinness is your opening, and it is not a pin, it is a service area. So we measure your visibility across a grid of points covering the zips you actually serve, with order starts from your own menu-connected site beside it, because a gain in one zip must not hide a loss in the next, and an order that starts on a marketplace belongs to the marketplace and not to you. See marketing for cannabis delivery dispensaries.
Six things about Riverside County that show up in your numbers, what each one costs you at the till, and the move we make against it. Each links the guide behind the method, if you want to read it before the call.
A hundred and thirteen doors, three pins, one profile deciding it
There is no county-wide map result and there never will be: a shopper gets the three pins nearest to wherever she is standing, and the rest of the county's doors may as well not exist for that search. Which three she gets is decided by things you control, primary category, a complete service list, current hours, every review answered, and by how recently anyone worked on them at all. Google Business Profile management sits in both plans and is worked every month, because that grid is the one your top-three guarantee is scoped to. See the guide: Google Business Profile for dispensaries.
In the unincorporated county, the out-of-home budget has nowhere to go
The county's own rules for its unincorporated area do not put a distance rule on your signage, they take the tactics off the table. Sign-holders and air dancers are out, on your lot or off it. Cannabis advertising on motor vehicles is out, which takes the wrapped delivery van with it. Banners, flags and billboards are out at any time, and no sign may cover a window. Whatever your acquisition plan is here, it is not out-of-home, it is search, the map pack, your profile and the list you own, and that is exactly where we put your money. See the guide: dispensary advertising rules by state.
A smaller pot makes every wasted dollar louder
This county's cannabis receipts have fallen in each of the four years after 2021, and a falling category does not forgive a budget split four ways. When your listing, your menu, your texting and your reporting each come from a different vendor, you pay four invoices to watch them argue and nobody owns the number that matters. One contract, one stack, one report: what you spend is visible, what it bought is measurable, and the top-three positions it is buying are written into your agreement with a keyword set and a radius attached. See the guide: what dispensary marketing costs.
When the pot shrinks, the shopper you already have is the cheap one
Buyers here spent less on cannabis in 2025 than in any of the four years before it, and in a market like that the expensive way to grow is to keep buying strangers. The cheap way is the second visit, and the third. A loyalty program that knows what someone bought last time turns your menu into a reason to come back rather than a price list to compare, and it is the one advantage a better-capitalized rival cannot outbid you for. Loyalty marketing is one of the twelve services we run, wired to your menu-connected site so the offer lands on a page that takes the order. See the guide: the dispensary loyalty program guide.
A new door is a process; the site is what you can change now
A new door in the unincorporated county is not a purchase, it is a process: a conditional use permit, and a development agreement the Board of Supervisors has to approve alongside it. That is a real route and worth taking, but it will not change what you sell next month. What is entirely yours to change now is what happens after the tap, the pages, the menu integration and the load time on your own domain, where the order stays with you instead of with a marketplace that will sell your shopper to the store next door. Both plans include that build, with no separate build fee, and it is where every pin you win sends the tap. See the guide: the dispensary website design guide.
The map is changing faster than the maps people plan from
The state's own table of which local governments here allow what still carries 2022 update dates for most of them, and it has already been shown wrong in at least one place in this county. So a competitive map built from that spreadsheet is out of date before you open it, and we do not plan your keyword set from one; we plan it from what actually ranks for your searches, this month, inside your own radius, which is the same grid your top-three guarantee is measured on. That is the first thing we bring to a demo. See the guide: the dispensary marketing guide.

Do you guarantee rankings?
A written top-3 local ranking guarantee — Dispenza’s own offer; the keywords, radius and time window are set in your agreement (see terms). Terms apply. Ask for the guarantee terms on your demo call before you sign anything. The guarantee covers the local keyword set agreed for your trade area, over a defined window.
Which platform are the sites built on?
Built on SGEN — the platform every one of Dispenza’s 500+ dispensary sites runs on. SGEN is Dispenza’s in-house website platform, so the team that hosts your site is the team running your campaigns. Menu-connected sites are built to be updated by staff.
What does it cost?
Pricing is scoped to your locations and both plans above list every module in full, with the site build included and no separate build fee. A quote for your store count takes one demo call. See how pricing works.
There are 113 storefronts in this county. How is a top-three position realistic?
Because you are never ranked against 113 of them. A search returns the three pins closest to the person searching, so your real competitive set is the doors around yours, not the county total. We scope the guarantee to exactly that: an agreed keyword set, an agreed radius and an agreed window, written into the agreement before you sign it. The county number tells you how crowded this market is, third in California by legal cannabis sales; your own grid tells you what you actually have to beat.
Our store is in the unincorporated county rather than inside a city. Does the program change?
Not the work, only the wording. More people live in unincorporated Riverside County, 423,178 of them, or 16.7% of the county, than in any city inside it, and a shopper there searches for what is near her, not for a jurisdiction. So we write your page, your profile and your citations to the place your store actually sits and draw the rank grid around it. What does change is the ad rules: out there the county bans the out-of-home tactics outright, so more of your budget belongs in search, maps and the channels you own.
Legal sales in this county are shrinking. Why spend more on marketing, not less?
Because a falling category is a share problem, not a demand problem. This county took $371,498,432 in taxable cannabis sales in calendar 2025, third-most in California, and that figure has fallen in every year after 2021 while the population went the other way, up 105,270 people between 2020 and 2024. More residents, fewer dollars, and the stores holding the three map positions take a bigger slice of what is left. That slice is winnable now in a way it was not when the category was carrying everybody, and we report yours every month in Share of Local Voice.
Can you tell us which jurisdictions inside the county allow retail?
Not from the state's table, and nobody selling you a market map should either. Its rows for this county mostly carry 2022 update dates and it has already been proven wrong in at least one place here, so we will not build your plan on it and we will not print it. What we do build on is what is checkable today: the active licenses on the register, the sales the tax authority publishes, and what actually ranks in your radius this month. If that question is about to decide a lease for you, check the city's own code, not anybody's slide.
How long before we are in the top three?
We write a window into the agreement rather than a date on a calendar. What sets it is your profile's history, the radius we agree, and who is already holding pins inside it, since a crowded corridor moves slower than a thin one. The window and the top-three guarantee are scoped together, to your own keyword set, on the demo call and before anything is signed.
Book straight into the calendar. Bring your store count and your address; you leave the call with a quote scoped to your locations and the guarantee terms to read before you sign.
More markets
Other California markets first, then the rest. Every market page is written to its own store count and its own map, and the guarantee is written to yours.
