Storefront, license and jurisdiction counts are from the California Department of Cannabis Control's public license search, data refreshed 8 September 2026, filtered to active licenses at premises inside the county; 35 active storefront retailer licenses sit at 23 distinct premises addresses because twelve stores hold a paired adult-use and medicinal license. Each premises was assigned to its city or to unincorporated territory by point-in-polygon against US Census place boundaries rather than by the mailing city on the license, which is wrong for three of the 23. Populations are US Census Bureau Vintage 2024 estimates. Caps and application status come from each jurisdiction's own published code or FAQ, with Turlock's and Patterson's read verbatim, Modesto's from the city's cannabis FAQ and the unincorporated county's from its own program documents; Oakdale's and Waterford's limits were retrieved indirectly and are attributed to those cities' ordinances. Ceres publishes no numeric limit in its adopted code and none is given here, no limit is given for Riverbank, and no regulator publishes a cannabis sales figure for this county, so no sales figure appears. The Measure P result is the certified county return.
One store per 24,216 residents.
96.4% of people here, 536,777 of them, live where an ordinance permits a storefront, which in California is rare. The demand is not walled off from you. The state then bans cannabis billboards on interstate highways and signs within 1,000 feet of a school, playground or youth center.
