Stat. 381.986(8)(h) with Rule 64-4.022 F.A.C.; the binary local-control rule and the pharmacy-parity criteria are Fla. Stat. 381.986(11)(b). No sales figure is given for this county, because no regulator publishes one, and nothing is claimed about which municipalities inside the county have or have not banned dispensing: that has not been checked against the municipal codes.

The Office of Medical Marijuana Use lists 40 approved dispensing locations in Duval County, run between 19 treatment-center brands, because in Florida the license belongs to the statewide company, not the address. Jacksonville and the county share one government. Does that change the campaign?
Not the way owners expect. Consolidation settles the politics, since one city hall's call on dispensing reaches over a million people here, but it does not merge the map. Google still hands a patient three pins drawn from the blocks around her, so the campaign is scoped to your address rather than to the county: your keyword set, your radius, your rank grid, and the top-three guarantee written to all three.
