Nobody in Hillsborough County is making new cannabis buyers; marketing only decides which door the existing ones walk through, and every one who walks through somebody else's is a sale that left your till. The figures here are the size of that fight inside this county line, and what we do about each.
Above, four clients’ day zero against the month, in Share of Local Voice: the share of the local pack a store holds for "Dispensary Near Me" across its trade area.
The county's 53 approved dispensing locations, the city split behind them (Tampa 36, Brandon 10, Riverview 3, Apollo Beach 2, Seffner 1, Sun City Center 1) and the 20 MMTC brands operating them were counted from the rows whose county column reads Hillsborough in the Florida Department of Health, Office of Medical Marijuana Use (OMMU) dispensing-location list, retrieved 10 September 2026, and reconciled to the digit, company by company, against the OMMU Weekly Update of 4 September 2026. An earlier indicative per-city read of the same list was superseded by that count and is not published beside it. Population is the US Census Bureau's Vintage 2024 estimate for the county, 1,581,426. Local control is Fla. Stat. 381.986(11)(b) and (11)(c); the sign and internet-advertising restrictions are Fla. Stat. 381.986(8)(h) with Rule 64-4.022, F.A.C. No statewide dispensing-location total appears here, and nothing is said about which municipality inside the county has banned dispensing facilities, because that has not been checked against the municipal codes.
53 approved dispensing locations. 36 of them in Tampa.
Brandon holds ten, Riverview three, Apollo Beach two, Seffner one, Sun City Center one, and twenty MMTC brands run the lot. Your rivals are not spread across 1,581,426 residents; they are stacked into the handful of places you trade in, and a phone answers a search with three pins. Putting your store into that three, for an agreed keyword set and radius, is what we guarantee in writing.
A city here either shuts dispensing out, or cannot cap it.
Florida gives every municipality inside this county two choices and no third: keep dispensing facilities out, or allow them and lose the power to say how many arrive, on terms no stricter than the ones it sets for a pharmacy. Where you already trade, that choice is made, and nothing caps the count beside you while the map keeps showing three. We hold your three with the profile, the citations and the on-page work, and report it on a rank grid drawn around your own trade area.
The next door opens without a new license.
One MMTC license covers cultivation, processing and dispensing statewide, and every address is approved on its own, so a brand already trading here can add its next storefront without anyone issuing a new one. Your competitive set can thicken while nothing on the map changes: three pins, more rivals, the same buyers. Our monthly report shows you where your visibility is holding and where a new arrival is taking it, while the shift is still small.
Most dispensaries rent their marketing from four vendors and hope the pieces talk to each other. They rarely do.
An MMTC license in Florida is a single statewide license covering cultivation, processing and dispensing, so a rival does not need a new one to open its next door in this county, only another dispensing-location approval, and when twenty brands already run fifty-three of those doors here, renting your listing, your menu, your texting and your reporting from four vendors who never speak to each other means paying four times to lose one map position.
You know the rules you sell under better than any agency does, so this page does not restate them. If you want the references, both are in the library: dispensary advertising rules by state and cannabis marketing compliance.
Your stack is rented from four vendors.
A marketplace listing, a menu vendor, a loyalty or SMS tool and a generic retainer, each with its own login. Fix: one platform (SGEN) and one agency, with the site, the menu and the campaigns in one place.
Local SEO is an upsell tier elsewhere.
The work that puts you in the local pack for "Dispensary Near Me" is often gated behind the top plan. Fix: ranking work is included from the first dollar. Localized on-page SEO, 100+ off-page profiles and Google Business Profile management are in both plans.
Menu traffic leaks to marketplaces.
A shopper who finds your store on a third-party listing is that listing’s customer. Fix: menu-connected SGEN sites keep the order on your domain, with staff updating the menu themselves.
Four invoices, four account managers.
Nobody owns the result. Fix: one point of contact, one monthly report showing what ran, what it cost and what it returned.
Web design and development are included — no separate build fee.
Local SEO, menu-connected websites, email, SMS and loyalty under one contract.
New Frontier Data (2026-06-21) put one operator’s cost per new customer at about $23. So we manage the channel that costs the least per visit: the local pack.
Our currency is Share of Local Voice (SoLV) for "Dispensary Near Me" — the share of local-pack visibility your store holds for that search across its trade area, reported with its window and case page.
The twelve services above are the same in every market. What changes for you here is the scope we write them to: which of this county's places the work is addressed to, how wide the rank grid is drawn, what the monthly report counts, and the keyword set, radius and window your top-three guarantee is written to.
If your brand also delivers from these addresses, bring that to the demo call: what we scope the grid, the keyword set and the guarantee terms to is the area you actually serve, never the county line.
If you run one address.
Tampa carries 36 of the county's dispensing locations, Brandon ten and Riverview three, and a patient searching in Brandon is never shown the Tampa pack. So your keyword set, your landing page and your Google Business Profile are written to the place your door actually opens onto, the rank grid is drawn around your own trade area rather than a county boundary no buyer can see, and Share of Local Voice across that grid is what our report leads with every month. See marketing for the single-location dispensary.
If you run several here.
Twenty MMTC brands hold the county's 53 dispensing locations between them, and every one of those addresses is approved on its own, so a rival's next door here arrives as another approval rather than another name, and a roll-up that averages your addresses into one line cannot show you which of them is slipping. We give you one SGEN domain with a location selector, a page and a Google Business Profile per address, a citation set per address, and a report with a row for every address, and the top-three guarantee is written per address, to that address's own keyword set and radius. See marketing for multi-location dispensaries and MSOs.
Your fight in Hillsborough County is a neighborhood fight, not a county one: 36 of its dispensing locations sit in Tampa, ten in Brandon, and the phone in your patient's hand answers each of those searches on its own. Six guides here, each hung on one thing this county does to your till, each ending on the move we make on it, and the offer stays the same throughout: top three, written to an agreed keyword set and radius, guaranteed.
Your pack is Brandon's or Tampa's, never the county's
There is no county-wide map result and there never will be: a patient in Riverview gets the Riverview three, a patient in Sun City Center gets a different three again. Thirty-six of the county's dispensing locations sit in Tampa alone, so how crowded your contest is depends entirely on which of these places your door opens onto. Google Business Profile management sits in both plans, with the primary category set right, the product and service lists complete, hours current and every review answered, worked every month, so your pin is one the neighborhood's three cannot leave out, and that grid is what your guarantee is scoped to. See the guide: Google Business Profile for dispensaries.
Six places on the register, one site architecture
A page written to "Hillsborough County" is competing with the 53 dispensing locations inside it and wins you nothing in Seffner. The dispensing-location list files Tampa, Brandon, Riverview, Apollo Beach, Seffner and Sun City Center as places of their own, so your site needs a page per address, written to the place that address is in, with the county sitting above them rather than instead of them. That is one architecture decision, made once, and the one most often got wrong; we make it in the build on your own SGEN domain, before we chase a single keyword for you. See the guide: the cannabis SEO guide.
The sign law closes the street, and the approval queue closes the shortcuts
Florida allows a treatment center one exterior sign carrying its name or approved logo, and no other advertising for your store may be visible from a public street or sidewalk; your website, your app and every targeted online advertisement need the Department's approval before they run. That is a review workflow rather than a creative brief, and it is the plainest reason a Hillsborough dispensary needs a cannabis-specialist agency rather than a general one. We build your site to that rule on your own domain, so the pages carrying your menu are written for that review before your local SEO work starts, not after. See the guide: the cannabis marketing compliance guide.
The address you cannot move makes the site the asset you can
Twenty MMTC brands already hold the dispensing locations in this county, and adding one of your own means an address approval whose timing is not yours to set. What is yours is everything after the tap: the pages, the menu integration and the load time on a domain you own, where the order stays with you instead of with a marketplace that rents your customer back to you. Both plans include that build with no separate build fee, and every pin we win for you sends its tap there. See the guide: the dispensary website design guide.
When the street is closed, the list you own is the cheap channel
With almost no advertising for your store allowed to be visible from a public street here, the surfaces that decide a Hillsborough patient's next visit are the ones nobody has to approve a placement for: the pack she searches, the site she lands on, and the list she is already on. An email list costs you a fraction of what winning a new buyer costs, and it is the one channel a better-capitalized rival cannot outbid you for. The work is deliverability and segmentation rather than creative, and OUTREACH Email is the module we run for it, wired to your menu-connected site so every send lands on a page that takes the order. See the guide: the dispensary email marketing playbook.
Twenty brands, one patient, and the second visit is a text message
Twenty MMTC brands run the 53 dispensing locations in this county, so the patient who bought from you last month is on somebody else's list as well as yours. Text is the fastest way to be the one who asks her first, and the fastest way to be blocked when the consent is wrong, which is why the carrier rules, the quiet hours and the opt-in flow matter more here than the copy does. OUTREACH SMS is the module we run for it, tied to your menu-connected site, so a text lands on a page that takes the order rather than on a dead number. See the guide: cannabis-friendly SMS platforms.

Do you guarantee rankings?
A written top-3 local ranking guarantee — Dispenza’s own offer; the keywords, radius and time window are set in your agreement (see terms). Terms apply. Ask for the guarantee terms on your demo call before you sign anything. The guarantee covers the local keyword set agreed for your trade area, over a defined window.
Which platform are the sites built on?
Built on SGEN — the platform every one of Dispenza’s 500+ dispensary sites runs on. SGEN is Dispenza’s in-house website platform, so the team that hosts your site is the team running your campaigns. Menu-connected sites are built to be updated by staff.
What does it cost?
Pricing is scoped to your locations and both plans above list every module in full, with the site build included and no separate build fee. A quote for your store count takes one demo call. See how pricing works.
Where is Dispenza based, and does that change what we get in Hillsborough County?
Our home office is in Las Vegas and we keep offices in other markets as well, and every client in the country is worked by the same team. The things that move a pin in Tampa or Brandon are your Google Business Profile, your citations, your pages and your monthly rank grid, none of which needs anyone standing behind your counter. What it does need is your address, your radius and the keyword set your top-three guarantee gets written to, and that is what the demo call is for.
Our store is in Brandon, not Tampa. Does the campaign change?
Yes, and it has to. Thirty-six of the county's approved dispensing locations are in Tampa and ten are in Brandon, and a patient searching in Brandon is never shown the Tampa pack. So we write your keyword set, your landing page and your profile to Brandon, draw the rank grid around your own trade area, and report Share of Local Voice across that grid every month. A campaign scoped to the county line would be measuring a map your patients never open.
A new dispensary just opened on our block. What actually changes?
Nothing unusual, and that is the problem: a Florida city that allows dispensing at all cannot cap how many arrive, and it cannot hold a newcomer to location criteria stricter than the ones it applies to a pharmacy. So the count beside you rises while the map keeps returning three pins and nobody has made a single new buyer in the county. We rebuild your profile and your pages against the phrases your patients actually type, tighten the citations, and put a rank grid across your trade area so you can see whether the new arrival is taking your visibility or only your parking.
Florida barely lets us advertise. Does that shrink what you can run?
It moves the money, it does not shrink it. Your store gets one exterior sign and no other advertising visible from a public street, and your website, your app and every targeted online advertisement go through the Department's approval before they run. What is left is the part nobody has to approve a placement for: the three pins on the map, the pages and menu on a domain you own, and the email and SMS list you already have. Most of our twelve services live there, we run them on one contract, and the monthly report says what each one returned.
How long until we are in the top three?
We give you a window, not a date. It turns on your profile's history, how much of the work has been left undone, and who else is inside your radius, which in Tampa is a thicker field than in Sun City Center. That window goes into the agreement alongside the keyword set and radius the top-three guarantee is written to, and we scope all three to your address on the demo call, before anything is signed.
Book straight into the calendar. Bring your store count and your address; you leave the call with a quote scoped to your locations and the guarantee terms to read before you sign.
More markets
Other Florida markets first, then the rest. Every market page is written to its own store count and its own map, and the guarantee is written to yours.
