The 41 approved dispensing locations, and the 17 treatment-center brands that operate them, were counted from the dispensing-location table published by the Florida Department of Health, Office of Medical Marijuana Use (OMMU), taking the rows whose county column reads Miami-Dade (table last modified 9 September 2026, read 10 September 2026); the list moves weekly and is re-counted before go-live. Florida licenses the treatment center and not the store, so these are approved dispensing locations, never licensed storefronts and never licenses, and they are medical only: Florida has no adult-use retail. The county population is the US Census Bureau Vintage 2024 estimate. The advertising restriction is Fla. Stat. 381.986(8)(h) and the local-control rule is Fla. Stat. 381.986(11)(b) and (11)(c); the 2026 emergency-rule detail is left out because that rule text was not read. No city-level count of dispensing locations is given for Miami, for Hialeah or for anywhere else inside the county, because the per-city figures on hand were indicative and have not been re-counted. Nothing is claimed about which municipalities inside the county have banned dispensing, because that was never established.

There is a fixed amount of it, and that is the whole argument. 2,838,461 people live in this county, but Florida authorizes medical use only and treatment centers are the sole lawful sellers, so your market is not the population, it is the patients who already qualify to buy, and no advertising adds one of them to that list. We are in Hialeah, not Miami. Does the campaign change?
